111 Charles - Energy Code Commissioning

Located in the heart of Greenwich Village, 111 Charles is a seven-story, 48,000-square-foot mixed-use building comprising 19 residential units, 6,000 square feet of retail space, and several tenant amenities, including an exercise room, children’s playroom, lounge, and multiple outdoor terrace areas. The building’s distinctive recessed brick façade blends contemporary design with the neighborhood’s historic character.

EPIC was engaged to provide commissioning services in accordance with the 2020 New York City Energy Conservation Code (NYCECC).

Mechanical System Commissioning

As required by Section C408.2 of the NYCECC, the building’s mechanical systems underwent commissioning due to exceeding the code’s thresholds: a cooling capacity above 480,000 Btu/h and a combined service water heating and space-heating capacity above 600,000 Btu/h.

A representative sample of the building’s air handler and condensing unit systems was selected for functional performance testing. These systems were verified to be operating as designed. EP Inspections and Commissioning measured airflow and temperature across various control settings, and all thermostatic controls were tested to confirm correct response and behavior.

Lighting Controls Testing

In accordance with Section C408.3 of the NYCECC, a representative sample of the building’s lighting control systems—including occupancy sensors—was tested. All sensors functioned as intended and complied with code requirements, including automatic shutoff within 15 minutes of detected inactivity.

Additional Systems

The building’s ventilation systems, domestic hot water system, and domestic booster pump were also commissioned to ensure they met design performance criteria.

Final Commissioning Report

EP Inspections and Commissioning compiled a comprehensive final report for the project, which included:

  • The commissioning plan

  • Functional test reports

  • HVAC balancing reports

  • Equipment start-up documentation

  • Approved submittals and shop drawings

  • Training verification form for building personnel

 

This documentation ensures that the project is in full compliance with NYCECC commissioning requirements and provides a foundation for ongoing system performance and maintenance.
